Political Will


Bill Loughrey has risen rapidly up the ladder of both public service as well as the private sector.  In the public service arena, by age thirty, Bill already had worked for the U.S. House Republican leadership, run the staff of the Federal Election Commission in its formative years, and served as the first Chief of Staff in Washington to Senator Arlen Specter.

Leaving the public sector, Loughrey served as a senior executive at a Fortune 500 high technology company, Scientific-Atlanta.  He chaired numerous industry committees, served on presidential advisory committees, and was regarded as a leading expert on technology issues.  As an entrepreneur, Bill directed the start-up of half a dozen businesses.

Loughrey has served on the boards of a wide range of nonprofit organizations of all sizes.  From small community and church organizations, to national trade associations and a $700 million indigent care hospital system, he has lent his considerable management and leadership talents to improve organizational effectiveness and service levels.  Active in politics since age nine, Bill has worked on over 100 political campaigns and run twice for public office.

  Loughrey has been recognized since youth for his exceptional intellectual aptitude, While in high school, Loughrey came to the attention of his small, close knit community of Glens Falls, New York, which had one of the state’s best education systems.  To the amazement of teachers and peers, alike, Bill became the first student in a generation to achieve a perfect score on the state’s difficult American History exam. With his characteristic self confidence, Bill had the audacity to predict his perfect score in advance.  Loughrey is a graduate of Haverford College.
